The Kalibo Municipal Library aims to promote the love for reading and learning through providing a comfortable and conducive environment for such pursuits. The library is a public place and to make the libraries a quiet and pleasant environment, we need the cooperation of our clients to observe the following library etiquette within the library premises:
Rules and Regulations
In order to perform its functions to the satisfaction of all library users the following rules should be strictly observed:
1. Control Procedures
a) Library clients are obliged to leave their personal books, big bags, attaché case, folders and big envelopes in the counter near the entrance. Valuables are to be brought inside. The librarian will not be responsible for loss of personal things of the clients.
b) Library clients must log every time they wish to use books/ periodicals and other facilities from the municipal library
c) Upon exit every library clients will be required to show his things to the assigned library personnel at the control desk near the entrance.
d) Every user must show date due slips of every library materials that he or she takes out. This is done to ensure that books and other library materials are not taken out by mistake or without proper record.
2. Borrower’s Card/Library Card
a) Valid IDs are to be presented every time a book or any library materials are borrowed.
3. Fines and Book Losses
Fines are charged for materials not returned on due date.
a) For fiction books or books circulated for home use, a fine of two pesos (P2.00) per day or a fraction thereof including Sundays or holidays is imposed for each book that is kept beyond due date.
b) For general circulation books, a fine of P5.00 is imposed for every overdue book for the first three days and P10.00 for each day after.
c) For books on reserve, an initial fine of P5.00 is charged for the first hour of overdue, P1.00 each hour of overdue afterwards for a maximum of P20.00 a day.
d) For multimedia resources circulated for one week, a fine of two pesos a day is imposed for every overdue titles, to a maximum of P10.00 per title
e) For books borrowed for photocopying purposes, borrowers are allowed to keep the book for only an hour; beyond the time of one hour a fine of two pesos (P2.00) per hour will be charged for each material borrowed.
f) For lost books an exact replacement or current price of the book plus 10% of the total price of the book as processing fee is charged for each book.
g) For damaged books, if repairable, the cost of repair is charged.
h) Fines maybe stopped at the request of the borrowers after he or she reports the lost book.
4. Responsibilities of Library Users
a. Return library materials promptly on or before the specified due date.
b. All books borrowed are subject to recall when the need arises. Return the book within 2 days after such a recall. A fine of P15.00 per day is imposed for a failure to comply.
c. Report to the librarian immediately the loss of a borrowed material. A lost item from the library must be replaced by the borrower.
5. General Conduct
a. Proper conduct is expected of all library users. Courtesy, politeness, and respect for others should be observed at all times. Loud conversation, smoking, eating, use of cell phones and littering are deemed improper inside the library.
b. Return catalog trays, books, periodicals and chairs to their proper places after using them. Do not pull out the catalog cards from the catalog trays.
c. Treat the library materials with care. Mutilating, marking, or damaging materials is an offense penalized by a fine (the amount depending on the extent of the damage done) or suspension of library privileges.
d. Always seek the assistance of the librarian when using the multimedia resources, if such materials are made available for use by the clients.
e. Repeated violation of library rules and misconduct is a justification for the curtailment of the library privilege. These are:
•Lending one’s borrower’s card to other users. This is punishable by confiscation of the borrower's card and suspension of library privilege of both parties involved.
•Three times overdue. A user is given a warning after the third overdue.
•Four times overdue. A user with four times overdue will have his/her borrowing privilege curtailed for a month.
•Misconduct. Users who violate the library's rules and procedures shall be subject to privilege curtailment, depending on the gravity of the offense.
6. Since we have an open shelf system, any users may go directly to the shelves and get the books she/he wants. If she/he wants to borrow, it should be presented at the counter to the charging personnel for checking and statistical recording.
